Job Description:
Payroll Specialist (2 positions)

Job Summary:
The Payroll Specialist position will be responsible for payroll administration. The ideal candidate is a detailed and deadline-oriented individual who excels in both the technical and customer service aspects of payroll. Position will be responsible for the prompt and accurate handling of all payroll-related matters including monthly, quarterly, fiscal and calendar year processing.

Essential Duties:
  1. Maintain employee control files including general information, salaries, retirement status, and tax withholding
  2. Receive payroll data information, code for account distributions and process for payroll purposes.
  3. Enter all information into the payroll system and maintain each employee history file. After preliminary verifications are checked for accuracy, generate payroll.
  4. Process payment of all applicable taxes and employee withholdings; including but not limited to: Federal Social Security, state taxes; domestic relations orders, wage attachments; tax shelters, Section 125 and voluntary deductions. .
  5. Bill payroll-related expenses to the secretary of Food Services.
  6. Calculate, complete, and make applicable payments for the following quarterly reports; 941 Federal Tax Return, State Tax Reconciliation, PA Unemployment Compensation, Occupational Privilege Tax, Earned Income Tax, FICA and PA Retirement Purchase Report, Medicare Wage Reconciliation and Multiple Worksite Report and any other required reports.
  7. Prepare quarterly PA Retirement Report and make required data submissions to PSERS and/or VOYA.
  8. Purge history files for transfer to W-2 files.
  9. Create W-2’s and submit to employees and regulatory authority.
  10. Calculate and interpret various payroll procedures for individual employee  and supervisory inquiries.
  11. Complete various domestics, unemployment and worker's compensation reports upon receipt.
Qualifications and Requirements:
  • Payroll experience, public sector preferred
  • High School education or equivalent required.
    • Associates/ Bachelor’s degree preferred.
  • Minimum of 5 years’ experience working in an office environment; school district experience preferred.
  • Must be skilled in technology platforms including Microsoft Office programs and Payroll Processing Systems
  • Must be self-driven and have the ability to meet deadlines without being reminded.
  • Must have analytical skills to interpret policies and procedures.
  • Must have the ability to communicate effectively, both orally and in writing.
  • Must have the ability to deal effectively with the public, board members, district employees, coworkers.
  • Must have the ability to independently perform duties with no supervision unless a new assignment is given.
  • Completion of School Health Physical and TB test
  • Completion of required background clearances
    • Act 34 - Criminal History Clearance
    • Act 151 - Child Abuse History Clearance
    • Federal Criminal Background Check
