Job Description:
A vacancy exists for a Human Resources Specialist to work at the Montgomery County Intermediate Unit in the Office of Human Resources. The Human Resources Specialist is responsible for assisting with the recruitment and hiring effort for all MCIU positions, including facilitating onboarding and offboarding, scheduling and participating in interviews, screening candidates, conducting reference checks, and maintaining all appropriate HR systems, technologies, and files. 

Qualifications:
  1. Associates degree in a related field required. Bachelor’s degree in a related field preferred.
  2. 1-3 years of professional human resources experience required. Prior experience in the educational or nonprofit setting strongly preferred.
  3. Expertise (includes one or more of the following):
    1. Professional approach to their work that includes very strong customer service skills.
    2. Strong technology skills, including extensive use of Microsoft Office, Google, and Accounting/HRIS systems
    3. Specialized skills in area to be able to work autonomously as proven through work experience.
  4. Knowledge of the principles and practices of human resources
  5. Strong organizational, communication, and customer service skills.
  6. Ability to work in a team environment and to work effectively with people.
  7. Ability to work under stress and with frequent interruptions.
  8. Ability to establish and maintain effective working relationships with administrators and staff.
  9. Ability to schedule time to meet deadlines, to communicate effectively, and to read and analyze written and verbal information.
  10. Ability to work independently and make work-related decisions and exercise good judgement in prioritizing tasks.
  11. Ability to possess high standards of ethics and confidentiality.
 Duties & Responsibilities:
  1. Assist with the recruitment and hiring effort for all MCIU positions, including administrative, professional, support, confidential, temporary, and substitute employees within assigned office(s). This includes providing support to the HR Generalists with initial screening of resumes, scheduling interviews, participating in interviews, reference checking, and/or communicating with candidates, etc.    
  2. Facilitate the onboarding process for new employees, including meeting with the new employee, gathering employment paperwork, making copies of documents, reviewing employment policies and procedures, providing information and resources, answering questions, taking photo for ID badge, etc.
  3. Maintain and update all HRIS/Human Resources Information systems and databases (e.g. eFinance, Frontline Central, SharePoint site, Google Drive, Excel, etc.) ensuring accuracy. Enter employee information, make updates, review for accuracy, and generate reports as needed.  Create online employee forms and templates and update as needed.
  4. Provide HR compliance support. Track all employment paperwork (e.g., clearances, mandated trainings, certifications and licensures, other credentials, bonus payments, HR forms, etc.) in compliance with applicable laws and policies. Track and monitor renewal cycles and ensure systems are updated. Communicate with employees and candidates regarding deadlines and reminders.
  5. Assists with the planning, coordinating, and/or attending recruitment events and career fairs.
  6. Assist with the advertisement of all MCIU vacancies (e.g. social media sites, professional associations/organizations, job posting sites, universities/colleges, media/news, etc.). 
  7. Process HR related forms, track completion, ensure payroll changes have been appropriately communicated, and HR systems are updated.
  8. Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of Office of Human Resources and services performed.
  9. Project a positive image and actively model the Mission, Values, and Operating Principles of the MCIU.
  10. Support internal and external audits by pulling documentation and testing selections; as well as recommending process improvements that might yield to improved audit findings.
  11. Serve as a back-up and support to other HR staff members.
  12. Assists in preparing ad hoc data reports to the Director and/or Assistant Director.
  13. Any and all other duties as assigned by the Director/Assistant Director of Human Resources.
Location:
The Montgomery County Intermediate Unit is located at 2 W. Lafayette St. Norristown, PA 19401.  
 
Work Schedule:
Monday - Friday, 7 hours/day, 12 months (260-262 days/year). 
 
Salary:
$27.41/hour - $32.25/hour
